In my opinion, the suggestion of free and fair national election made by the three party goverment led by Samdach Sihanuk and Seon San was the first time and reasonably acceptable.

Samdach Sihanuk suggested forming the national reconcilation Government (NRG), which participated by Phnom Penh party in order to accept the independent, nuetral, and non-allienced policy.

The national reconcilation Government was also participated by ASEAN to show Vietnam and Soviet that Cambodia had the reconcilation, but not be under the control of or bias to the Republic of China; so this behavior did not make Vietname concerned about.

Exactly, at that time, Vietnam and its allience did not accept the reconcilation policy of Cambodia. The recent opposition of Hanio was in agenda 6 of the United Nations about Cambodia suggested by the National Reconcilation Government of Cambodia ( 117 voices of agreement, 19 voices of opposition, and 11 voices of invalidation) because Yuon wanted the world to recognise their achievements and powers in Cambodia and starting from " The Indochinese Federal of Vietname, which shared a same teacher and followed by 2 students ". This is the second problem that the Phnom Penh government always reminds of accusing the United Nations to support the Kampuchea Democracy because during that time, the three party government was a representive of Khmers at the United Nations's chair.

The movie called " Killing Field " showed the world to see and know the war in Cambodia that it was the civil war. The view was completely wrong! because it was the war of violation by the neigbouring country, led by the Northern Yuon forces, partnering with Vietkong, Chinese and Korean expertised forces, who worked together following the suggestion made by Samdach Sihanuk on March 1970.
