For this reason, the France government considered that audience as a personal manner as as to provide them advice because France was the middleman of both parties, who were enermies. In order to find the solutions to solve the 4-party problom, needed to be co-operatively handled, of seeking the peace in Cambodia, a 4 party reconcilation government, proposed by Samdach Sihanouk in Tokyo and at the United States.

Because of this reason, Samdach Shihanouk and the prime minister of the Phnom Penh government were often prepared to have an audience with the France foriegn minister. In this case, France initiated to prepare an international conference of the Khmer matter that the Khmer party was reprented by the 4 party representative participated by the Chinesim and Yuonism party.

Since then, the audience between Samdach Sihanouk and the Vietnam Socialist representative discussing the Khmer matter resulted in potive light. Therefore, Samdach Sihanouk had a number of alternatives, but all of these alternatives made the Phnom Penh deligates encounter the serious problems because the decision made depended on their teacher, whose policy was not completely solved.

The controversy made Soen San, Kiev Samphon, and Sihanouk more satisfied in order to shoulder their hands in the National recouncilation goverment to find out the new strategy to make the case of matter more advanced. Howver, First the Prime Minister, Hun Sen, had to proposed each case of matter to Vietnam. At that time, Vietnam started its cruel actions on the refugee sites.
