Mr. Sek Yen also pointed out " Small Khmer movement activists tried to find the ways of supporting the front to be against Yuon ". Most of them were interested and supported the three-party government because they wanted to see Yuon leave from Cambodia. Was it possible?

In an article written by Mrs. Martin,a professor of ethnologist, indicated that " nothing could resist people's independent ideas, such as Mr. Sek Yen, a high ranking official of the Leninist regime of Heng Samrin, who reacted against the Yuon's strategy of controlling Cambodia in order to satasfy Hanio government's ambition. Regretfully, Mrs.Martin had a guestion because resently there was a humanitian organization led by Chumtiev Claude Cheysson, a wife of French foriegn minister. Mrs. Petit Mangin, a president of Sipar and humaniterian organization, called " Le Enfants du Mekong ", which propogandize to collect the money in French in the purpose of assisting Phnom Penh regime, indicated that " all Cambodian people were not satisfied with the three party government of Samdach Sihanuk.

The international opinions were to suggest the three party government of Cambodia doing the plan with determination that whether what it should do after pull out by Yuon. That plan was that the national election must be held and arranged by the United Nations and all the 4 parties must participate in that election. The forth party was the one of the people republic of Kampuchea government, backed by Yuon, agreed by its allience, Northern Vietnam. It was an opportunity of which Khmer people had dream and imagined. In this case, the leaders of Phnom Penh government often reminded that the UN had supported the Khmer Rough organization.

Both the government of the people republic of Kampuch Chea and Hanio government did not want to hear the free and fair national election.
